Add comments on Bulletin Board

I think it would be a good idea if we removed the info on "Protection" "Advice" "Max officers" and replace it with some space where commanders can write comments such as:

-I pay/broker you additional 50.000.000 per week per 1.000 unit production my officers have.

-I will mass anyone who attacks you

-I will give all advice you need


and so on.
