This will be an ingame page where it will be possible to put up notices in case:
You are an officer looking for a commander,and you post some info like what your up is and if you need protection/good income/support/etc. from your commander
You are a commander looking for an officer, and you post some info like what income boost you offer is and whether you offer protection/good income/support/etc.

People will also be able to put up notices if they are looking for alliances to join and alliances can put up notices if they are looking for new members to join

anyone attacking alliance members during this war more than 3 times after being told once will be massed when the wars over ect.

hmm i think we'll have forum to do that, otherwise people will be leaving tons of messages like that and it will get flooded with spam
