PTR is a measure of feeding to an account.
Positive PTR means you have been fed by other accounts.
Negative PTR means you have been feeding other accounts.

Both are forbidden if they exceed 20%, but as long as they stay within 20%, you are pretty much allowed to do anything you want with them
(be it selling them for cash, helping someone, or simply giving it away).

Basically receiving or sending a net of 20% of account value is maximum allowed.
Everything above this value is illegal and no one should be dissapointed if he ends up with a banned account when feeding beyond 20%.
Of course people who had a bad PTR ratio at the moment when it got introduced are allowed to keep their bad PTR as long as it isn't worsening in the long run.
