Stop players from going on Vacation mode after...

Making non Raid/Farm/Spy ops.

Its a bit cowardice for someone to do it and it just proves the person character.
But anyways...
As it stands someone can destroy someones account then just drop off to vacation mode and not have to deal with any return fire.

actually as it stands it's not possible to go on vac mode without 24 hours of non aggressive/non protected time.

reason he was "vacated" was because of the reported message and hence temporary banning.
anyways I'll assume the pm got sent in order to get away with that limit, so i'll do the temp ban in 24 hours.
