Is AE supposed to work in RA as well or was it removed except from a couple of pages?

clicking on income page and pointing at AE to see the tooltip will lead to an explanation

AE works but only from a certain population, to have a lower AE, you must have over 5 million population AND at the same time your population must be higher than average.

Since in reset it's impossible to reach 5 million population, the AE will be set at 1 million population for all reset rounds.
