It only lists the 4 base races, and the desriptions are off (banking fees or lack there of)



To change your race, extensive investments into genetic modifications have to be made:
The cost is expected to be: 100,000,000 Kuwal
The kuwal you have on hand AND in your bank must cover this cost before you can continue

I also find it odd that when changing race your personal bonus points remain in the old categories even though they may now well exceed your races set guidelines for stat distribution.

Attack: 2 / 36 Points with a total bonus of 3 %
Defense: 0 / 12 Points with a total bonus of 0 %
Covert: 0 / 8 Points with a total bonus of 0 %
Assassin: 0 / 8 Points with a total bonus of 0 %
Income: 7 / 8 Points with a total bonus of 2.8 %
Unit Production: 21 / 8 Points with a total bonus of 8.4 %

After a race change, and bug report with no action I decided to go ahead and change my PBP. As you see in the post above I had 43 PBP to distribute, but after changing my PBP its

But I am still due more PBP then 30 due to constructions etc.
