If you want to drop someones airforce by say 5 billion power, you will lose 5 billion power as well, but if you use better technology, your losses will be smaller.
Each generation above enemy generation will allow you to be 10% more efficient. If you use generation 2 rockets against generation 1 fighters, then for each 1 billion you spend, you will destroy 1.1 billion.

At the moment there's 2 missions released
After the battle is over (sams+def fighters vs helis/bombers + att fighters) you're left with some value of the rockets/bombs you can still drop
Whatever you're attacking, you can destroy up to 5% of the target per mission.

i.e. someone has 1 mil weapons with total value of 1 tril
Result: you can destroy up to 50k weapons but the bombs you drop have to be worth 50 bil
You always drop and destroy same value
Question 1) Give attacker some general bonus in kill/loss ratio (10-20%?)

Ground attack destroys ONLY weapons as I couldn't figure out a good way to add units into the formula
Question 2) Add units to be killed in ground attack missions/how do they get valued/kill some units as an extra bonus for each weapon destroyed/destroy only weapons in warehouses?

Factories attack destroys only Sam/Aircraft/Munition factories as training facilities/weapon factories have a variable cost (makes it somewhat complicated to determine how much one can kill)
Question 3) Change training facilities/weapon factories to static cost?

so what happens when a no AF account is hit by a AF bearing account?

The 2 attacks listed confuse the heck out of me TBH. Neither makes much sense, but I'll try them out tomorrow, and try to make sense of them I guess.

unsure atm let me study on it.

Kong knows that IRL sam systems can be fired remotely supposedly keeping Units out of harms way, but Kong would suggest maybe having at least 1 unit killed per every sam, fighter, bomber, or heli, destroyed? even those in hangars will have groundunits tending them. jKo, makes sense to Kong...
Factories attack destroys only Sam/Aircraft/Munition factories as training facilities/weapon factories have a variable cost (makes it somewhat complicated to determine how much one can kill)
Question 3) Change training facilities/weapon factories to static cost?
Kong would say yes, but again thats jKo...

That is the main reason for this whole munition business.

So you attack someone's stuff but you dont get free kills.
When you have no AF then it just goes on as if you were hit but your sams were all destroyed. Same as when someone with no def gets hit

I think he might be asking "what happens when a player with AF attacks a player with no AF?" (as in no sams, fighters, helis, bombers, or munitions.)

I do not expect "free" kills, just wondering what gets destroyed?
