The airforce system on RA will work in a similar way as the airforce on main. (Research prices and unit costs will be adjusted to RA though).

I hope beyond hope that this is not going to be released on RA next round or any round close to now, at the very least until it is FULLY developed and released on main?

I wouldn't hope so much, cuz I bet your going to get disappointed. I agree with you tho. There is no need in releasing a half complete update in my opinion. Its not like there is a rush to get it in RA.

The airforce will be released on RA after it has been released on main. Obviously it will be released once it's fully functional. The bombardment mission (which decreases players income) might be missing though.
