it is possible to go beyond 100%
players with administrative efficiency under 100% get a boost to their calculated % which equal to their administrative efficiency drop

so if you're at 80% AE and 100% of miners trained, the script would calculated you as having "125% of your population trained as miners"

% trained / AE % = result
1.00 / 0.8 = 1.25 => 125%

So this confirms there is a bug, because the calculation is wrong. Because AE doesn't influence the percentage of units you have, only income.
If player A with 100 million population has 90% eco units, and player B with 20 million population has 91% eco units, then it's obvious that player B should get the award and not A.

If no one has more % eco units than Ishurue, then Ishurue should get the gold eco medal.
