This is how RA missions work:
Will be frequently updated until done:
Strike Missions (attacking with attack units)
Assault (attacking defense units)
Phase 1: (fighting defense)
Attacker loses 10% of armed units (X) and 10% of weapon value (Y)
Technology modifier is calculated: TM=(attacker strike action / armed attack units)/(defense action/armed defense units)
Defenders loses X units * TM, and loses Y weapon value * TM
Phase 2: (liberation war, killing unarmed)
If power is left to kill untrained then attackers will kill defending unarmed in a 2:1 ratio (kill 2, lose 1).
No weapons are lost in phase 2.
Example:
Attacker attacks with 10.000 soldiers armed with heavy mortars (440,000 kuwal) and has +20% strike tech. Strike action 2.640.000
Defender has 15.000 soldiers armed with Grenade launchers (400,000) and has +20% defense tech. Defense action: 3.600.000
Tech Modifier: 2.640.000/10.000 / (3.600.000/15.000)= 1.1
(attackers are 10% more efficient at killing defenders in this mission)
Attacker loses 10% => 1.000 soldiers and 1.000 heavy mortars (440.000.000 kuwal value)
Defender loses 1.000*1.1= 1.100 soldiers and 440.000.000*1.1= 484.000.000 kuwal value.
484.000.000/400.000 grenade launcher price = 1.210 grenade launhers.
Defender loses 10% more value than attacker.
If defender had 10% higher technology than attacker, then it would be the attacker who lost 10% more value.
IMPORTANT: Having unarmed units doesn't weakend your tech modifier, but sending units armed with weak weapons to war does. Nevertheless try to have all units always armed with best weapons you have for maximum efficiency. Unarmed units can be easily killed so it's a good idea to have surplus weapons stored in the armory so that they are well armed even after sabotage or after being assaulted by players with much higher technology.

Re: This is how RA missions work:
At what level, or % of assassin power does the attacker become hidden?
At what level, or % of covert power does the attacker become hidden?
Since RA has no realm alert do you feel present power level and being hidden using these attacks are at appropriate levels?

Re: This is how RA missions work:
Does anyone attack with strikes in this game anymore or is it all just about assassins? and a little on covert?
Would be interested to know the % of each type of attack used. Seems to me the "balance" you have sought after has turned the game into a pure assassins playground, but I could be wrong. I don't see alot, just commenting on what I do see.
Would still like to have the above questions answered if at all possible.

Re: This is how RA missions work:
I use attackers and strike action to mass with, but I am always attacked back almost purely by assassin missions. I believe they are much more efficient (You don't lose assassin weapons when attacking with them but you do when using strike) but I am an old school player who like strike action I guess (Takes me back to SGW)
As for % etc I personally don't take much notice to be honest, just attack 'till the enemy is 0'd (Or more frequently in this game, until *I* am 0'd, its really massing me as mch as them in this game!!)
