But say, only 5-10/day and even though you can accumulate up to 60, you can only hold a grand total of 80-100 (so be, 20-40 over max from generating, via the voting system).


doesn't throw off the game's balance too bad since you get 2/turn anyway, little bit more incentive to vote and has the potential to increase activity.

its not required, but it has no trade value. it doesn't affect the game THAT much, except maybe allow a few actives to spy a bit more.

it's a very, very small perk.

when your the recipiant of a sabbing and assassination by 2 or 3 players maxed out from this Idea you might feel differently. CT are what limit these attacks so the perc is much more the a few spy ops.
