notes issue, maybe bug maybe not Empty notes issue, maybe bug maybe not

When trying to use my "notes" feature, I clicked on edit notes but the top part of the box is off the page. I close it and can see what i typed. This is what i have at the top and when the notes are open i can not see this, but when closed it shows up

It may be my settings, or my screensize or resolution, but please check it from your end and look for a problem

any suggestions on how to change my settings, or what settings to try changing?

normal desktop PC, never tried to access the notes feature on my phone actually
