Attack Mission Not Allowed? Empty Attack Mission Not Allowed?

I'm posting this here because I don't think it's a bug, just some rule I didn't know about.

I had someone set to peace, switched them to war and went to farm them and I got this:

Action recorded, attack unsuccessful but message has been sent to the administration

Was I not allowed to hit them?
