The uu rate doesn't go down. It just doesn't update to a new value instantly when you upgrade your up. It updates within the next 2 hours.
It's because people generally do 4-6 up upgrades until they spend all their kuwal. Would be kinda pointless to have the rate recalculate each time you click that button.
