There's an addendum to the rules:

If you dont have supporter status, you are not allowed to sell resources to other players.
Mentioned in #5 of the specific rules

The link points to the wrong page.

Who would try to sell stuff to players when they don't have SS ?

i think this rule is made to prevent cheaters raiding multi accounts for example

I can think of people selling the stuff then the person attacking them to get the stuff..
