AE active at 1million Army Size not 5 million

The Administrative Efficiency tooltip says you have to have over 5mil units before it starts but I have just gone over 1mill units and am starting to get AE.

Not a huge issue for me right now, as the round resets in 16hrs, but hopefully it can be solved by the time anyone reaches 1mil units in the next round.

The tooltip was made before the game was released, after the first round it became clear that no one is ever going to reach 5 million population in a round, thats why AE was changed to 1 million. The problem is that tooltip was not changed.
