Is that suppose to be possible, and if so how?

apparently not
though last time I checked the only possible way to get a negative loan amount would be that you loan out the max, then your income drops (obviously only natural income counts, motivation doesn't affect maximum loan amount)
i.e. this is a display issue and it shows a negative amount instead of 0, will go check it out
