I trained a large group of UU into experts. Then went to see what was left to put in strikers. I had 56 UU sitting out so I trained 56 UU. Got ready to log out and see I have 56 UU sitting out? So I went back to training and I have 56 UU in training and 56 UU sitting out?!?!?! So I assume it is just human error, turn change,,etc,,etc. So I train 56 UU to strike and now have 112 strikers. I then go to log out and notice I have 43 UU sitting out!?!?!?! I go back to training and train another 43 UU to strikers and now have 155 UU training into strike. finally logging out with 0 UU sitting out.

18 Aug 17:35:24 Turn: 25 min

There is no way it was turn change, all this happened in under 2 minutes.

When training military units then healed get trained for free first, and when no healed are left, uu are trained.
When training income units then you always train only from uu.
