Leadership messages no notice

When I get a PM from someone 'to all leadership' it doesn't come up in my Recent Events. I get the message and it is displayed in red until I read it, but I don't get a Recent Events message.
This happens from more then one sender, i.e. more then one person has sent a 'to all leadership' message and it hasn't displayed.
