Bulletin board officer offer

If I add an offer on the bulletin board, it initially adds the offer with a max Raw UP equivalent lower than my current total, like this:
Jiro 200,000 10,845 / 7,752
If I do not change the officer rate on my base page, but do click change, the offer changes to this:
Jiro 200,000 10,845 / 12,092.
I've seen other offers where their current total UP is greater than the max raw UP, so it is not just me.

I think that happened to me when I had overtime on, maybe it is something to do with that? Maybe it calculates how much you can have based of 'normal' and doesn't take into account overtime's extra income...

most likely it is that way, but overtime is only a temporary state.

From past experience I can say that overtime is taken into account correctly. I haven't used overtime in a while because I cannot afford to pay my officers my rate in relaxed state.
So this is really when I add an offer using normal work conditions, each and every time. It's no big deal since I can click on change fo my offer rate and it will update, so I have a workaround, but I think it is a bug when doing the initial calculation of the offer.

I noticed today that the max UP equivalent had not updated since yesterday, even though I did train farmers. I pressed change again and it updated to some 300 UP more.
