Cant train Supers for free

example:
Trained Attack Soldiers 500 (10)
Trained Attack Supers 500 (10)
i have more than enaugh units in normal soldiers, but still cant train them into SS..

and what is that number in (..) ?

i still have 23 units that i can train for free..
and havent trained any of military in this turn soo the limit is still far away

any suggestments?

Works as designed. You can't train supers for free. It says so right there.
