Alliance Advisors

We have a non-functional boot option (this should not be shown).
Under alliance econ. info there is the link to the officer page, which is not working which I think (for alliance advisers) would be really useful to work, as then we can see who has what stats, strike power etc... for organising people should we be trying to actually advise our leaders.

the boot option is not meant to work, however it's a pain to make it not show for advisors so i'll leave it at that.

base I fixed, there was a problem with the id check
