I got a new player and he has to wait 24 hours for his yard level 1 to be built .

Maybe u can make it so new players start off with 20 Weapons factories .

not sure about current main setting but at least in test server and then later in main too, new players will be able to build training facilities and weapon factories without con yard level 1

and are you sure that person didn't start with 20?
cos it should be the default starting value

20 weapons factories and training facilities is what most start with?

I wonder why they start with so little ST and AT. Makes for an aweful slow start to the game, escpecially when you can't trade (P 2 P trading)

Yeah i think he had 20 to start off with . he is now building weapons.

players start with 20 factories and 20 facilities.

construction yard should remain a requirement to be able to build factories and facilities.

Waiting 1 day will not kill you, players will not be raided even if they have 10.000 untrained, and new players don't need to build more than 1.000 weapons per day anyway.
