if someone wishes to offer positions to people with negative up's
that's their choice

PS: how would you consider an update, where someone who has less up than your required amount cannot join you at all, instead. Obviously if you have no offer on the board anyone can join you with any up.

I assumed that's how it already worked, so I'd support it.

no for now the minimum up is only for looks

well, I still support it.

well minimum up should reflect what the offerer wants and in such should also be used to block people not having this up. cosmetics is cute, but one more person to look at when you play the game
