so....
how are you supposed to protect your income if the % of losses are hard-coded?
If the attacker is going to lose 4% (w/e the actual number is) every hit... why build a bigger defense? It seems I could get hit as often with a 15b defense as I would with a 30b one

it's not hard coded. A 15 bil strike hitting a 7 bil def will have less % losses than hitting a 15 bil def.
consequently a 30 bil strike vs 30 bil def will have higher losses (absolute value) than a 15 bil strike vs 15 bil def

Simple rule: the more defense you have, the more losses the attacker has.
If you have a certain amount of kuwal out and you double your defense, then the attacker will have two times higher losses when hitting you (assuming that in both cases he had enough strike to steal all kuwal).
If before he had same strike as you, but you doubled your defense, then he will steal only 50% kuwal
In both cases its better to have higher defense.
