Defence against spies...

This is more clarification than it is a question.

Having a higher covert power and having a lot of spies increases the failure rate of people scouting you?


Example

Spies 5+ Covert power 500 = 5% you fail and I kill 1-10% of your spies.???

people either fail or they dont, you can't increase failure rate.
higher covert power only means they need to send more (and lose more) spies in order to be successful
