Custom Tech Bonus?

In the Military Effectiveness page (The link above your stats) what does Custom Tech Bonus mean?
It is zero for all my stats, and I'm not sure how to upgrade it.
Is it something that you need Construction Yard lvl 2 for?
That one:
Stat Base Value Basic Techs ->Custom Tech Bonus<- Personal Bonus Total Power
I know what the others are...
I searched for it on the forum but I couldn't find an answer.

nothing to worry about, it will always be at 0 for now
