yes, because a person cannot join WR to spy for an alliance which doesnt exist.

Once the alliance exists, trust and loyalty between alliance members is much stronger than for an alliance known from other game. People will not betray the first alliance, unless the alliance is really bad, in which case it doesnt deserve to exist anyway and would fall apart one day or another.

How do you know that isn't true. Back in the days of CM, before we switched over to LOC we sent a few players over to scout out the server and see if it was any good and the political climate. at that time they decided to stay on as an informant in said alliance.

Just saying that it's possible, not of it's truth value.
